Program Management for City of Norfolk CDBG-DR

Background

The Ohio Creek Watershed includes two historic neighborhoods of Norfolk, VA – Chesterfield Heights and Grandy Village – which are especially vulnerable to flooding. During rain events and sometimes even during high tides, water from the Elizabeth River submerges and renders impassable one of the only two roadways connecting residents to the rest of Norfolk. To help protect residents of these neighborhoods, the City of Norfolk received a nearly $112 Million Community Development Block Grant for Disaster Recovery (CDBG-DR) through HUD’s National Disaster Resilience Competition (NDRC) for transformational coastal improvement projects.

Our Approach

The City of Norfolk selected APTIM to provide overall management and oversight of the project. Our primary responsibilities include project systems set-up, financial and schedule management, CDBG-DR regulatory compliance, program management, program administration, community engagement, land use regulations, and coordination and communication of grant activities with other City resilience projects. We are responsible for keeping the project on schedule and on budget, integrating project management and CDBG-DR compliance, collaborating with multiple city agencies, social initiatives, and community groups, as well as building the City’s and partner agency’s capacity to manage assets through education and training.

Outcome

Our team’s efforts will protect residents from future flood events and promote neighborhood connectivity and economic revitalization. The water management strategies implemented in the project will have the following outcomes:

  • Protect the shoreline against storm surge
  • Reduce stress on the storm water system
  • Minimize erosion, increase environmental wellness and improve natural habitats
