The project began with California locations in 2024 and expanded in 2025 to approximately 250 facilities across California, Washington, and Florida. APTIM organized compliance information into a practical reference for site leaders, program owners, and operational associates.

The manuals gave operational teams defined procedures for managing compliance questions, documenting agency interactions, maintaining required records, and escalating issues to the appropriate environmental contact.
Scaling EMS Manuals Across Three States
In 2025, APTIM expanded the EMS manual program across facilities in California, Washington, and Florida, where complex state and local requirements increased the need for consistent, site-level guidance. The manuals helped align environmental procedures across locations while incorporating applicable state and local requirements.
This approach gave the client a scalable framework for standardizing core procedures while preserving the site-specific detail needed for implementation.
