From Energy Efficiency to Load Flexibility: Building the Bridge for Successful Commercial & Industrial Programs

Commercial and industrial load flexibility programs help utilities balance growing electricity demand while supporting grid reliability and customer participation. Successful implementation requires coordinated program design, customer engagement, and strategies that create value for both utilities and participants.

Utilities are facing a critical juncture. Electricity demand is rising, reliability pressures are mounting, and the cost of building new grid infrastructure is becoming harder to absorb. At the same time, the rapid growth in distributed energy resources (DERs) and renewable generation is expanding the tools available to balance electricity supply and demand reliably and cost-effectively. The US Department of Energy estimates that scaling virtual power plants to 80–160 GW by 2030 could help address 10–20% of peak load and save roughly $10 billion annually in grid costs. Achieving that level of impact will require utilities to tap flexible, customer-sited resources that can be coordinated at scale. One of the most practical ways to capture that grid value is to use flexible loads that already exist within commercial and industrial facilities.

For decades, the conversation has focused on energy efficiency and reducing consumption. Load flexibility expands that focus, recognizing that when customers use energy is just as important as how much they use. By scheduling flexible loads during lower-cost periods, periods of abundant renewable generation, or hours when the grid is less constrained, customers can reduce costs, support reliability, and better align consumption with clean energy availability. Expanding the portfolio of flexible grid assets allows utilities to reduce, shift, and shape demand when the electric system needs support most.

Why Load Flexibility Is More Complex for C&I Customers

For commercial and industrial (C&I) customers, this shift is promising but complex. A grocery store cannot simply reduce refrigeration loads. Manufacturers must balance production schedules, labor availability, and product quality requirements. Hospitals cannot compromise equipment reliability or patient care. Unlike traditional utility resources, C&I loads often operate outside centralized grid-planning assumptions. Their loads are highly site-specific and directly tied to operational requirements.

Many facilities already have the infrastructure needed to participate in load flexibility programs, including grid-connected controls, building automation systems, battery energy storage systems, solar generation, and thermal storage. Advances in communication technologies are also improving coordination of flexible loads, including commercial HVAC systems and refrigerated warehouse operations. These technologies enable utilities to dispatch flexible loads in response to changing grid conditions.

Technology alone, however, does not build a successful program. A distributed energy resource management system (DERMS), aggregator, or building controls provider can issue a dispatch signal, but successful participation also depends on customer engagement, education, and operational coordination. Program implementers must translate grid requirements into actions that are understandable, measurable, and practical.

Implementing Successful C&I Load Flexibility Programs

For C&I customers, participation hinges on whether programs can fit into real-world operations. Customers need clear, concise program information; transparent incentive structures; and confidence that their data will be handled appropriately. This is where program implementers play a critical role in bridging utility objectives and customer needs, ensuring that participation requirements align with enrollment processes, equipment ownership, event frequency, and performance expectations. Long-term participation depends on responsive customer support, timely incentive payments, realistic performance expectations, and knowledgeable contractors who can help customers navigate program requirements.

Successful C&I load flexibility programs are designed around the reality that no two facilities operate the same way. Some facilities may allow automated control through a building automation system. Others may prefer event notifications, schedule adjustments, pre-cooling strategies, equipment-level controls, or operational changes that reduce demand during peak periods. Control strategies should be tailored to individual facilities, equipment, and operational requirements rather than relying on a one-size-fits-all approach. This approach moves customers beyond a binary “participate or do not participate” model toward a more nuanced question: How can this facility participate safely, reliably, and effectively?

Turning these program elements into a scalable offering requires careful attention to the operational, technical, and customer-facing conditions that shape participation and performance, including baselining, cybersecurity, customer consent, data access, operational disruption, equity, and participant compensation. Well-designed programs balance grid needs with stakeholder priorities by setting clear expectations, maintaining consistent engagement, and delivering measurable value for utilities and ratepayers.

Creating Value Beyond Rebates

For C&I customers, load flexibility programs can help reduce energy costs, improve building performance, generate incentive or performance-based revenue, support resilience and sustainability goals, and strengthen the customer’s role as an active partner in grid reliability. These programs also help identify opportunities for operational improvement, such as improperly configured controls, equipment operating during unoccupied hours, malfunctioning equipment, and poorly optimized control sequences. Addressing these issues can improve efficiency and build customer confidence before expanding participation in broader flexibility strategies.

For utilities, the benefits are equally practical. Load flexibility can help manage system peaks, reduce stress on constrained portions of the grid, improve utilization of existing infrastructure, and potentially defer or reduce traditional grid investments.

Load flexibility is not a replacement for energy efficiency. Instead, it complements existing energy efficiency programs by expanding how utilities and customers manage energy use. Energy efficiency programs have established trusted relationships between utilities and commercial customers. Load flexibility can build on those relationships by creating additional opportunities to deliver value for both customers and the electric grid.
